Challenge

This was not simply a technology implementation within one organization. Successful execution depended on two organizations changing together.

PublicInput and its government customer operated with different teams, responsibilities, governance structures, requirements, decision processes, security obligations, and readiness needs—all of which had to converge around one enterprise implementation.

Cross-organizational dependencies increased execution risk. Decisions or delays within either organization could affect requirements, testing, readiness, release planning, and downstream implementation activities.

Change had to occur on both sides of the implementation. PublicInput needed to adapt delivery practices while the government agency prepared its stakeholders, governance processes, technical environment, and organization for the new platform.

No single functional team could manage the whole system. Successful execution required an integrated mechanism for connecting stakeholder needs, governance, organizational change, implementation evidence, and technical delivery across organizational boundaries.

Solution

PSC applied its Partner Success & Adoption Solution (PSAS) as the connective implementation framework across both organizations.

Rather than managing PublicInput and the government agency as separate workstreams, PSAS connected the partner side and customer side of change so decisions, dependencies, readiness, and implementation activities could move as one coordinated system.

Aligned two organizational systems: Connected PublicInput's executive, Product, Engineering, Implementation Services, and Customer Success teams with government stakeholders, governance bodies, security functions, and implementation teams.

Orchestrated cross-boundary execution: Translated customer needs into implementation requirements while connecting decisions, dependencies, testing, readiness, release planning, organizational transition, and customer enablement.

Created shared implementation discipline: Strengthened requirements traceability, decision pathways, governance evidence, readiness practices, handoffs, and organizational learning so both organizations could operate with greater visibility and coordination.

PSAS was effective because it addressed something traditional technology delivery alone could not: the interdependence between the organization delivering the technology and the organization adopting it.
